If a spec section is locked then it has either not yet been unlocked for editing, or you have submitted it for checking and the TSP has not completed their check yet. You cannot make changes to a spec whilst the padlocks are red. If you have a task to complete and you believe a section should be unlocked, please contact your TSP who will be able to unlock the spec for you. If you don't know who your TSP is, please click the Workflow button from the spec and you will see the TSP name in the Team column.
